Mutual Housing on the Boulevard is a 127-unit community in South Sacramento. All units are governed and made affordable by the Low-Income Housing Tax Credit program. All Fair Housing & LIHTC program regulatory requirements will be followed. 

Mutual Housing on the Boulevard is located at 7351 Stockton Boulevard, Sacramento, CA 95823 and consists of sixty-five (65) one-bedroom apartments, forty-three (43) two-bedroom apartments, eighteen (18) three-bedroom apartments, and one (1) two-bedroom staff apartment.

  • Sixty-seven (67) units are reserved for Project Based Voucher referrals.
  • Fifty-nine (59) units will be chosen from the Mutual Housing lottery application waitlist.
  • One (1) unit is reserved for live on-site staff.

Mutual Housing on the Boulevard will be opening in late 2023.

Entering the Lottery

Applications for the Boulevard lottery waitlist are accepted online. Complete the online application starting February 1st, 2023, at 10am through February 28th, 2023, at 11:59pm.

To be entered in the lottery, applicants must complete the application during the advertised lottery application period. Please note that submitting an application through the lottery does not guarantee a unit or a spot on the waiting list.

Important Notes on Your Application

  • The head of household must be aged 18 or older at the time of application.
  • All anticipated household members must be listed on the application.
  • Enter all requested household information as accurately as possible for all household members.

Households submitting an application for the lottery will be pre-screened for completeness of application, income eligibility, and other eligibility criteria. Eligible applicants will be notified in writing regarding status and of any further information deemed necessary.

Qualifying applications received by February 28th, 2023, at 11:59pm will be included in the lottery. This process will result in the formation of the initial waiting list for the property.

Late and/or incomplete applications will not be considered for the lottery.

Applicants can apply via the online application portal or by contacting the leasing office.

Please call our leasing office message line at 916-254-5080 for more information, questions, assistance in completing the online or paper application, scheduling an appointment to use our computer lab, and for third party language assistance. Reasonable accommodations will be made if requested.

Lottery Process

The method of selecting initial residents at Mutual Housing on the Boulevard will be from a lottery system. Applicants will be selected and interviewed in lottery number order. All applicants must be income eligible according to the Low Income Housing Tax Credit (LIHTC) Program and any other regulatory agencies at the project. The application contains a release form, which must be signed to verify all items inclusive of credit history and other references.

Lottery will take place on Monday, March 20, 2023.

Applicants selected from the lottery will receive an email notification, notifying them of their position on the lottery.

Application Process (after Lottery)

Within 120 days prior to the building opening, applicants in the lottery will receive an email notification inviting them to complete a move in application. The move in application includes completing the qualifying tenant income certification questions and preparing applicable income, assets, housing reference and background credit verification forms.

Applicant(s) will have ten (10) days from the original email notification to complete all requested forms and submit all required documentation as requested. Applicant(s) will be required to pay an application processing fee of $35.00 per person who is aged 18 years and older at this time.

What information is requested during the application process?

Below is a list of documentation needed during the application process. This is not a complete list and other documentation not listed below may be required.

  • Social Security Card or Resident Alien Card for all household members.
  • Driver's license or Photo ID for all household members aged 18 and older.
  • Birth Certificates for all minor aged household members.
  • Documentation of ALL Sources of Income for every household member, including, but not limited to:
    1. Employment (last three (3) consecutive months of current paystubs required with no gaps).
    2. Social Security award letter.
    3. Supplemental Social Security award letter.
    4. Veteran Administration Benefits, Pension / Retire4ment, including any income from deceased spouse or children).
    5. Child Support Judgement and proof of income.
  • Most current complete Tax Returns, including all W-2 and 1099s, if filed.
  • Checking account statements for last 6 months, including all pages, no gaps.
  • Savings account statements for last 6 months, including all pages, no gaps.
  • Most current statement received for any other kind of assets, such as, IRAs, 401(k) or (b), and any other form of Retirement Accounts.
  • Life Insurance policies (this does not include Term Life).
  • Documentation for any other asset or source of income

Once the application and all supporting documentation is submitted, all documents are signed, and the application fees are paid, Mutual Housing will conduct detailed credit screening and verifications of all income and assets. If the applicant(s) is credit, housing and income approved, the applicant(s) will then be screened for criminal background.

Mutual Housing will process multiple applications at a time for each available unit. The sooner paperwork is submitted, the sooner the applicant can be processed.

Management will continue to process applications until the maximum number of applicants to fill the affordable units has been reached. If a household is not contacted, their application will be placed on the Boulevard waitlist. Qualified applicants will be provided notification of their final approval after their file is completed (as described above). Upon notification of qualification and Boulevard units being deemed ready for occupancy, the approved applicant(s) will be contacted that their unit is ready for move-in. Applicant(s) will have ten (10) days from said notification to execute a lease agreement and sign the Tenant Income Certification (TIC).

Waiting List

Any individuals not contacted after the lottery process will be placed on the waiting list for future vacancies, in numerical order and based on the number assigned during the lottery process. 

Applications received AFTER the lottery period has closed on February 28th, 2023, at 11:59pm will be placed at the end of the waiting list in order of when their completed application is received.

Placement of an application on the waiting list does not denote final resident selection.

Processing Priorities

The following guidelines will be used for processing applications for the units designed especially for the persons with mobility and/or visual or hearing disabilities:

  1. This Property includes some units with specific adaptations appropriate for wheelchair accessibility. Preference for these units will be given to Applicants who have a mobility impairment that necessitates permanent use of a wheelchair.
  2. The Property also includes one or more units with specific adaptations appropriate for persons with hearing or vision disability. Preference for these units will be given to Applicants who have such permanent disability.
  3. If there are not enough households to fill all specially equipped units, preference for those units may be given to Applicants whose disability may be eased by the specific adaptations in the unit.
